Raja and Mitali later arrive at her niece's (Arshad Warsi's) engagement, and Raja convinces Bajaj to return the money he had extorted from him. In their absence, Bajaj attacks asylum for Padma (Iravind), and Padma call Raja and Mitali for help. Upon arriving in Mumbai, Mitali tells Raja about an attempt to kill Vardhabhai, who is her main father's (Rahul Burman) rival, but recommends going to stay together in Mumbai instead. Rudra's body is soon buried, and Raja is overcome with grief, and decides to find Bajaj and settle the score once and for all. To find Bajaj, he searches for Padma, who is being held captive in a palace guarded by Rudra's uncle's bodyguard, Raghvendra (Jagannath), who is an old friend of Shankar (Kunal Kapoor). Upon his arrival, he kills Raghvendra while Shankar helps. Raja then kills Shankar's assistant, and captures Padma, requesting the police to hand over Bajaj to the police.
Bajaj comes to an underworld party hosted by Lallan Tiwari (Chunky Pandey), where Lallan tells Bajaj that he will be the next hitman for Akhand Vir (Vishwajeet Pradhan), and promises to give Raja, his daughters, and his son, a safe place to stay where Raja can rest from his police beatings. At the party, Bajaj is introduced to Akhand Vir's daughter, Nisha (Fekla), whom he develops a crush on. Later that night, Bajaj is shot by Lallan while he is preparing to kill Raja. When Raja tries to save Bajaj, Nisha shoots him, and he is hospitalized. Later, Raja is arrested and when he comes out of the police cells, Lallan and Bajaj are seen being arrested.
Bullet Raja's stunts were designed by Jugnoo, an Indian film production house responsible for films such as Jaane Bhi Do Yaaro, Ek Tha Tiger and Beta, and were performed by Vidyut Jammwal, a former Mr. India and Indian wrestling champion. Bullet Raja's fight choreography was choreographed by Kanpur Ki Dilleni, who has choreographed films such as Main Tera Hero, Tum Bin, Saaho and Twist. Bullet Raja's stunts used 95 kg of rubberised foam and 100 kg of foam sticks with engines strapped to Dtv Technological Corporation hand held cameras for filming.
